My Lord Colonel de Miranda an Officer in the Spanish Service will have the Honour to present this to your Lordship: being sensible, My Lord, that you avail yourself of every opportunity to acquire such knowledge, and to get at such inf ormation as may guide the Statesman, enrich the Mind, and dignify the Man, I doubted not of doing a service agreeable to you by introducing to your Lordship this intelligent stranger and accurate observer, who, from being a native of South America has the advantage of a knowledge of many circunstances relating to the present State and Policy of that Country, of which we have not such informations as can be depended on. I mean also, My Lord, to do a singular service to Col: Miranda in procuring him the advantage of knowing your Lordship; for he does not travel to run through Countries, but converse with Men.
